Murders and rapes going unreported in no-go zones for police as minority communities launch own justice systems

Parts of the UK are becoming no-go areas for police because minority communities are operating their own justice systems, according to the Chief Inspector of Constabulary. 

The rise in ‘community justice’ means crimes as serious as murder and sexual abuse are going unreported – a situation reminiscent of Belfast in the height of the Troubles.
Tom Winsor said police officers were simply never called to some neighbourhoods, where law-abiding people rather than criminals administer their own form of justice

He said: ‘There are some communities born under other skies who will not involve the police at all. I am reluctant to name the communities in question, but there are communities from other cultures who would prefer to police themselves.
‘There are cities in the Midlands where the police never go because they are never called. They never hear of any trouble because the community deals with that on its own.

‘It’s not that the police are afraid to go into these areas or don’t want to go into those areas,’ he said. ‘But if the police don’t get calls for help then, of course, they won’t know what’s going on.’
Honour killings, domestic violence, sexual abuse of children and female genital mutilations are some of the offences that are believed to be unreported in some cities.
Last December, three members of a self-styled ‘Muslim Patrol’ vigilante group were jailed for harassing, intimidating and assaulting people in East London while claiming they were enforcing sharia law.

In an interview with The Times, Mr Winsor said: ‘It could be anything. [Honour killings] are the most extreme case. That is murder. There is no honour in it.’ Tory MP Douglas Carswell said the rising number of unreported crimes was a damning indictment of our police.
He told the Mail last night: ‘Directly elected police commissioners are an attempt to give people a direct say over the way people are policed. Elsewhere the administering of justice often is ineffective and there is a great deal of incompetence in the system.
‘People don’t feel they can count on their police. Instead of placing blame with ethnic minorities, we should ask what it is that is wrong with the criminal justice system.’
Although Mr Winsor did not specifically refer to any ethnic group, there have been growing concerns over the emergence of sharia courts in some Muslim communities.
Senior police officers said they disagreed with the description given by Mr Winsor, who became chief inspector in October 2012. He is the first person from a non-police background to hold the post.
But Chris Sims, Chief Constable of West Midlands Police, said: ‘I don’t know if he’s talking about Birmingham, but I have only had one conversation with him since he took office and it wasn’t about this.
‘His characterisation of these communities as born under other skies is just wrong. Many members of communities in Birmingham are British-born and I find that a very odd expression.’
Mr Winsor insisted that public trust in the police needed to be restored for a functioning justice system.
He said the police ‘are not a paramilitary force – they are citizens in uniform’.
A spokesman for the Muslim Council of Britain said: ‘We all rely on the police to protect our communities and this can be only done through full co-operation and partnership.
‘Co-operation is particularly important for Muslim communities who have experienced a rise in Islamophobic hate crimes.’

Detainees at Campsfield House removal centre enjoy kick arounds and BBQs on the new sports ground, recently built with £81,365 of taxpayers' cash.
Failed asylum seekers and ex-foreign criminals are sent to the secure site in Oxfordshire to await the boot from the UK.
The centre's official annual report – seen by The Sun – also reveals how sports competitions are held on the astro turf, with cash prizes for winners.
Generous facilities at the centre that holds 216 male immigrants already include a sports hall, as well as a library, fitness suite, IT room, welfare office, study centre, art room, multi-faith prayer room, mosque, large screen TV room and garden with bench-seats and tables.
Our revelations will spark fury, as many schools and sports clubs can only dream of affording such expensive facilities.
Just 20 miles away from the removal centre, academy school St Birinus in Didcot had to launch a campaign to raise funds for an all-weather pitch.
And in nearby Marlborough, Wiltshire, staff at St John's academy school scaled the highest mountains in each of England, Wales and Scotland in under 24 hours to raise money for a new pitch.
Top level facilities were ordered for Campsfield House after rioting led to 26 detainees escaping in 2007.
But campaigners have blasted the Home Office's decision to invest in the pitch as "utterly wrong".
UKIP deputy leader Paul Nuttall said: "This is yet another example of how taxpayers' money gets wasted thanks to a government that has got its priorities wrong.
"Whilst our hospitals, schools and local services are stretched to breaking point, taxpayers are forking out so illegal migrants with no right to be here can have a good kickabout.
"It is utterly wrong."
Campsfield's residents have no legal right in the UK but have refused to leave voluntarily.
They can leave at any time, but only if they return to their home countries.
A Home Office spokesperson said: "It is important that our centres are well-run, safe and secure and our detainees are provided with the proper facilities during their detention.
"The changes to Campsfield House were made following an inspection by Her Majesty's Chief Inspector of Prisons in May 2011 which advised outdoor facilities should be improved."

Britain has most single parents in Europe with more than a third unemployed

BRITAIN has more single parents than any other Western European country. 

One in four children here is now brought up by a lone parent.
EU statistics show the proportion is only 13% in Spain.
More than a third of the UK’s single parents are also unemployed.
Matthew Tinsley of think-tank Policy Exchange said: “We have to be concerned about that.”
A Government adviser recently claimed single parents were “less effective” at raising kids than married couples.

BREAKING NEWS: Mikaeel's Mum Detained As Body Discovered - One person is detained in connection with Mikaeel Kular's disappearance, and Sky sources say it is the boy's mother Rosdeep.

Police searching for missing three-year-old Mikaeel Kular have found the body of a young boy.

Assistant Chief Constable Malcolm Graham announced the discovery just after 1am at a hastily convened news conference at Police Scotland's Edinburgh HQ.
There were gasps from people who had gathered for the update as he announced that the body had been found shortly before midnight
One person - understood to be Mikaeel's 33-year-old mother Rosdeep - has been detained in connection with his disappearance.
ACC Graham said: "The investigation into the disappearance of Mikaeel Kular has been wide-ranging and fast moving.
"As a result of enquiries the body of a young child was recovered in Fife just before midnight.

"We strongly believe this to be the body of Mikaeel.
"A person has been detained in connection with the recovery of the body and members of Mikaeel's family have been informed of the recovery."
The boy was reported missing from his home in Edinburgh on Thursday morning.
Hundreds of police officers from across the UK joined the search for Mikaeel and lines of volunteers swept the local area, searching for clues about his disappearance.
Police were told that Mikaeel had not been seen since his mother put him to bed on Wednesday night.
On Friday evening ACC Graham revealed the boy had not attended nursery since before Christmas and said there were "grave concerns" for his safety.
Sky News Crime Correspondent Martin Brunt in Edinburgh said: "We know that according to the police, a person was detained last night.
"The police haven't named that person detained, but we understand from our sources that it's Mikaeel's mother Rosdeep, known as Rosie.
"Under Scottish law, she can be detained initially for 12 hours during questioning and then on the say so of a senior officer can be held for another 12 hours.
"At the end of that period police must decide whether to release her, charge her or formally arrest her."
Police analyst Graham Wettone told Sky News: "(His mother) will be questioned as police try to establish what has taken place."
Police Scotland officers have sealed off a road and been carrying out searches at a property in Kirkcaldy, Fife, where Rosdeep Kular used to live.
The force has not disclosed exactly where in Fife the discovery of the body was made.
The body is being left in situ for forensic and scenes-of-crime officers to carry out investigations.
Denise Fergus, the mother of James Bulger, the two-year-old who was murdered in Liverpool in 1993, tweeted her condolences.
She said on Twitter: "My heart is aching for that poor boy Mikaeel Kular brings it all back so sad."

This is the astonishing moment a female Lidl store assistant racially abused a Muslim customer.

Witnesses who saw the drama unfold said the man got into an argument with the cashier in front of other customers because he did not know that carrier bags in the supermarket must be paid for.
The clip was taken at a store in Balsall Heath, Birmingham, - and not all the conversation is audible, but towards the end of the video, the cashier can be heard screeching: ‘Go on, you Muslim, die.’
The cashier repeatedly swears at the man in the clip taken on Tuesday, while customers watch, and describes him as an ‘arrogant Muslim’. At one point she appears to address him as ‘Mohammed’.A witness, who wished to remain anonymous, said: ‘He was confused that there were no carrier bags, and when he asked her for help she didn’t seem to have much time for him.

‘Then he made a comment about the way she was speaking to him and she just exploded.’
The man can be heard protesting, saying: ‘You’re having a bad day and you’re just taking it out on me’ - to which the cashier responds with: ‘I was having a good day until I saw your f***ing face.’

A Lidl spokesman told MailOnline: ‘We were extremely concerned to learn of this incident and we are looking into this as a matter of urgency with this store and the persons involved.

 

‘We expect a high level of customer service from all members of staff so we are very disappointed to see this and certainly do not condone the behaviour shown in this video.
‘We apologise to anyone who may have been offended or upset by this and we are now conducting an investigation as per our internal processes.’
Lidl, a German firm which first opened in Britain in 1994, says it has saved the disposal of millions of plastic bags by charging customers for them - with different sizes available for 3p, 5p, 9p and 89p.

'You're a massive c***' – Kelly Osbourne attacks Katie Hopkins over vile Sharon insults IT'S been a whole week since Katie Hopkins last annoyed anybody and we thought old rent-a-gob had finally taken a vow of silence... but how wrong we were.

The Apprentice star has managed to start up yet another feud and this time without writing any new material.

Well, when you're this annoying, you don't even need to try ... and people get angry.
This time forthright Kelly Osbourne has unleashed a wave of fury on Horseface Hopkins after reading a vile story she published in her column last year regarding mama Osbourne, the X Factor judge Sharon.
Hopkins, writing about the X Factor final, wrote: "Sharon reckons her time on the panel may be up. Either way, if she is going to look this good next year she will need to bulk buy plastic."
But it seems Kelly's a slow reader and only came across these catty comments now. But that didn't stop her giving Katie a piece of her mind.
The 29-year-old angrily tweeted: "U R a hypocritical vile human that is addicted 2 attention U R so insignificant! Don't you ever talk about my mother again!"
Not only was her evaluation of Katie spot-on, she added the hashtag India – relating to Katie's daughter, who the reality star claims is not named after a geographical place.
And Kelly didn't stop there. In a furious post, she dropped the dreaded C-bomb, writing: "I know that what I am about to say is unbecoming of a lady and I'm sorry to say this but I can't lie you are a massive c***."
Well, this is the girl who grew up in the Osbourne house so we didn't expect censored insults.
Most people would ignore such a savage attack, but Katie couldn't resist sticking her oar in and provoking yet another celeb feud. She snidely replied: "No problem Kel. No one ever mistook you for a lady sweetie."
This snobby message riled Kelly even more and the Fashion Police star fired back: "You can shove your sweetie pie up your a** you insignificant t***! Karma will get you! bloody hell you are so such a sad a**."

Kelly, who has since deleted most of these tweets, explained her rage to a follower who blasted her foul-mouthed rant, saying: "no one messes with my family & gets away with it in the end of the day they are all i have! Sorry my love for my mum offends U!"
Katie couldn't defend herself so decided instead to slag off Kel's career – despite the purple-haired babe having carved out an extremely successful TV presenting career on her own.
Horseface wrote: "Just like Peaches and Jesus, Kelly has done well due to a famous parent."
Thankfully, Kelly wasn't about to take this lying down, and posted: "Just like you can't help the parents you came from neither can I! I don't see you on a Forbes list I work my bum off nice try…"
And to finish off her outstanding tirade, she tweeted a picture of Katie getting frisky with a married man in a field, writing: "Says it all really."

Taunts from yobs leave Benefits Street kids too ashamed to go to school. BENEFITS Street kids are too ashamed to leave their homes to attend school, an education boss has revealed.

The youngsters are being harangued by gangs of yobs from neighbouring areas and tourists eager to get a look at the infamous address.

Some have refused to attend the Oasis Academy Foundry Junior School, which is at the end of Birmingham’s James Turner Street, since the Channel 4 series aired.

And others have to be escorted to lessons by teachers because their parents are not keen to venture out of the house. Last night Steve Chalke, whose Christian charity is in charge of the failing school, revealed: “Some of the kids in that community have not been to school all week because they are too scared to go out in the street.

“Some of the kids are being picked up by us because the parents are refusing to go out.

“By the corner of our street where the school is, tourists are arriving to have their picture taken by the road sign and chants are being hurled.

“The show has created ill-feeling and tourists have turned up and been heckling and chanting and making it a dangerous and hostile place.

“This story will stick with these kids long after everyone has forgotten whether it was called Benefits Street or Benefits Road and whether it was in Manchester or Birmingham.”

The controversial show has been slammed by MPs, religious leaders, and its “stars”, some of whom say they were duped into appearing in what TV bosses claimed was a documentary about community spirit in troubled times.
Police say the bad feeling has made the area a no-go zone after dark.
And Mr Chalke slammed Channel 4 for “misrepresenting” the area.
He added: “There are 99 houses in the street with 300 people and 13 nationalities and most people refused to take part in it because they knew what would happen.
“They knew the community would be torn apart. The community is angry because it feels totally betrayed and misrepresented by Channel 4 for the sake of a programme.
“My task is to turn the school around and make it outstand-ing and we have not been helped in that task. In fact we have been hindered by this rather immature programme.”
Emma Johnson, principal of the academy, said: “The programme failed to reflect the life of James Turner Street in a balanced or accurate manner.
“This is something that cannot go unchallenged.”
The second part of the series, screened on Monday, featured tensions between residents Romanian immigrants who moved into the street.
It also followed elderly resident Sue as she tried to enlist support from neighbours for a Britain In Bloom entry.
Channel 4 insist it is an accurate reflection of events that unfolded in front of the cameras in over a year of filming.
They say they are offering support for locals in the aftermath of the controversy following its broadcast.
